My laptop won't recognise things when I put them in the USB port?

I go to plug in my "30M 6 LED USB WEBCAM CAMERA WEB CAM MIC FOR PC LAPTOP" and my laptop makes three like bleeping sounds. Like, the sound when you plug something into the USB port and it makes that "DE-DO" type sounds, well it does that three times then says that nothings plugged in. Anyone know why this is happening?
