Will i be able to watch local telivesion if i buy an old tv and converter box? digitals dont get reception.?

I don't want to waste my money on an old tv that won't work either. I bought the most expensive digital antenna and a digital television but it only bleeps in and out with an occasional picture, very annoying. Please don't tell me to get cable or sat. television... i cant afford it plus i dont watch tv quite that often. thankyou.
