Would it be a crime if you made your own yogurt culture at home?

It may be local councils who are making legislation which may be indirectly to get the Amish to "homogenise" with the rest of society. It may also be backed from a business point of view as the Amish might not buy a lot of products if they are so dedicated to produce their own.
